Sinking Oceans?!

I read an interesting article today about sea level actually sinking in the future, not rising.  See Article

This idea seems intriging to me, because of the earth’s crust is fractured and it shifts around (think earthquakes). 

To put it into perspective, think of the earth as an apple and the skin of the apple is the thickness of the solid rock that covers the earth.  Below that the apple has the consistancy of pudding and the skin as I mentioned is fractured.  Visualizing the earth this way makes me see how easy it is to shift sea beds and I guess they could actually sink some if all the right conditions are in place.
